While most Americans today still celebrate the concept of liberty, most neither appreciate nor enjoy freedom in the way envisioned by those who signed the Declaration of Independence at our nation’s founding. The revolutionary vision was a nation whose government would protect the natural, unalienable rights of the people, keep us safe from foreign and domestic enemies, and provide the most basic systems and structures necessary to an ordered society. This act allows families of terrorist attack victims the ability to file civil suits against a foreign government if that government financed the attack. In comes Senators McCain and Graham, who has introduced a bill that would allow filing suit only if a government knowingly engage with a terrorist group directly or indirectly, including financing the terrorist group.
